Reason for Recommended Action/Background
In 2010, the County of Yolo and the Yolo County Housing Authority (YCH) entered into a Memorandum of Understanding for the purpose of obtaining housing that could be used by the County to operate transitional housing programs for consumers of County specialty mental health (SMH) services. The funds that originally paid for the purchase and renovation of the two residences were Mental Health Services Act (MHSA) monies allocated to the County of Yolo. Said funds were provided to YCH pursuant to a Memorandum of Understanding dated June 21, 2010 (2010 MOU) which provided that YHC would purchase and renovate two single family residences, lease the properties to the County and provide property and physical asset management for the properties at; 1.) 214 Trinity Street, Woodland, Ca 95695 (APN 064-195-08-1); and 2.) 2439 Meadowlark Circle, West Sacramento, Ca 95691 (APN 045-772-07-1). Additionally, the 2010 MOU specified that YCH would maintain the physical and structural safety of the structures and yards and provide maintenance and repairs for residences; respond within 24 hours to emergency maintenance or repair requests; and respond within 72 hours to hazard maintenance or repair requests.
On or about June 25, 2019, County and YCH entered into an Agreement No. 19-133 (this Agreement) which replaced and superseded the 2010 MOU. The replacement Agreement had a term of December 17, 2009 through June 30, 2025. This Agreement has been amended multiple times to add funding and budgets for each fiscal year. Approval of this fifth amendment will extend this Agreement through June 30, 2026; add funding for FY 2025-26 in an amount of $50,959 which will allow the continued operation of transitional housing programs for consumers of County specialty mental health services.
On or about June 25, 2019, County and YCH entered into an Agreement No. 19-133 (this Agreement) which replaced and superseded the 2010 MOU. The replacement Agreement had a term of December 17, 2009 through June 30, 2025. This Agreement has been amended multiple times to add funding and budgets for each fiscal year. Competitive Bid Process/Vendor Performance
Per the Procurement Policy dated January 1, 2019, the services included in this agreement are exempt from the competitive selection process, as this agreement is with a local government entity.
Performance Measures are not applicable to this agreement. YCH provides property management services.
Pursuant to the authority provided to County’s Deputy Director of GSD/Manager of Procurement/County Purchasing Agent (Purchasing Agent) under the current Yolo County Procurement Policy and based on past performance, the Purchasing Agent has determined that it is in the best interest of the County to extend this Agreement, based on satisfactory service and to avoid the interruption of County business.
HHSA confirms Yolo County Housing is performing satisfactorily under this Agreement. YCH has maintained the physical and structural safety of the structures and yards and continues to provide maintenance and repairs for residences according to this Agreement.

No general funds are required by this action. These services will be funded by Mental Health Services Act (MHSA). The action increases the contract maximum by $50,959 for a total of $451,934.82 for the period of July 1, 2018 through June 30, 2026. The amount of $50,959 is included in the HHSA Recommended Budget for fiscal year 2025-26.
