Reason for Recommended Action/Background
The agreement included as Attachment A updates an existing agreement (approved on May 24, 2022) between the County and Yolo County Housing for the "IGT House," a single-family residence located at 66 Buckeye Street in Woodland. The IGT House became operational in March 2018 and YCH has managed it since the inception of operations. The IGT House provides safe, stable shelter for justice-involved individuals, coupled with mandated wrap-around services focused on meeting their behavioral health and basic health needs. This includes substance use disorder and mental health treatment, linkages to oral health and health services, and health services for prevention and management of chronic disease. The IGT House program is managed by the Probation Department and funded through the Community Corrections Partnership.
The agreement updates are mostly minor and provide, among other things, for creation of a reserve for major maintenance (e.g., roof replacement), a flat 5% annual inflation adjustment (rather than inflation adjustments that varied in percentage by budget line item), and other minor changes. The overall amount of compensation authorized over the remaining 8.25 years in the contract term is capped at $300,000. While this effectively represents an increase in the total compensation cap from the 2022 agreement (which was $350,000 but over an additional three years), the annual cost should be slightly reduced due to changes in certain services and the original contract appears to have ignored inflationary adjustments in calculating the total compensation cap. The changes also delete references in the existing agreement (see the comparison version included as Attachment B) to a second home that the County anticipated purchasing in 2022, as that transaction did not proceed. Altogether, the agreement updates reflect current operations and maintenance of the IGT house and do not increase annual costs to the County.
