Recommended Action
- Receive Davis Branch Library Community Facilities District No. 1989-1 Special Tax Report for 2025-26 (Attachment A);
- Adopt resolution approving the report (Attachment B); and
- Direct staff to deliver a certified copy of the resolution and the Special Tax Report to the County Department of Financial Services no later than August 10, 2025.

Reason for Recommended Action/Background
The Board must annually adopt the Davis Library Community Facilities District No. 1989-1 Special Tax Report. This information must also be on file with the Clerk of the Board and updated annually. Attached is the updated Special Tax Report for fiscal year 2025-26. In November 2024, voters approved Measure T, which authorized the Board to increase the amount of their special tax annually by $49 per parcel and $24.50 per residential unit for multifamily parcels to the existing special tax.. The Board adopted a Resolution of Change on January 14, 2025 (Resolution No. 25-03) confirming the Measure T changes approved by voters. The proceeds of the special tax are to be used to pay for the cost of additional bonds issued for the purpose of expanding and renovating the Mary L. Stephens Davis Branch Library and to provide library services in Davis, including at both the Mary L. Stephens Davis Branch Library and the new Walnut Park Library in South Davis. The County currently contracts with SCI Consulting Group to provide special tax assessment services for the Davis Library Community Facilities District No. 1989-1. They provide the following services: reconciliation and review of boundaries and assessor parcel numbers; tax report and special tax administration services; responding to public inquiries and appeals; and preparation and submission of California Debt and Investment Advisory Commission reports.
