Recommended Action
Approve second amendment to the grant management contract with Thurmond Consulting LLC to extend the contract through June 30, 2026 and increase the contract maximum by $48,450 to perform grant administration and management of Community Development Block Grant (CDBG) and other housing-related funding awards.

Reason for Recommended Action/Background
On or about September 8, 2023, the County entered into an agreement with Thurmond Consulting LLC to perform grant administration and management of Community Development Block Grant (CDBG) and other housing-related funding awards from October 1, 2023 through September 30, 2024. The County agreed to pay Thurmond Consulting LLC up to $90,000 to provide technical assistance, grant administration, and grant writing services for the CDBG Program and other housing-related programs (e.g. HOME Investment Partnerships Program (HOME)).
On or about September 24, 2024, the County amended the agreement to extend the contract with Thurmond Consulting LLC through June 30, 2025 and increase the contract maximum by $71,500 as the County had a significant amount of unallocated program income on hand. The California Department of Housing and Community Development (HCD) may require the County to either allocate the funds to an eligible activity or return the money.
Staff recommends approval of the second amendment (Att. A) to the agreement with Thurmond Consulting LLC as extending the term through June 30, 2026 and increasing the maximum compensation by $48,450 will allow Thurmond Consulting LLC to continue providing grant assistance and management in allocating the remaining Project Funds to eligible activities and avoid returning the funds to HCD.

A Request for Proposals (RFP) was not made as this is an extension of the agreement with Thurmond Consulting LLC. Thurmond Consulting LLC has the requisite knowledge and expertise to continue performing grant administration and writing services for Yolo County.
