Recommended Action
- Approve agreement with North Valley Behavioral Health in the amount of $596,674, for the period of July 1, 2025 through December 31, 202,5 for the provision of operations and specialty mental health services at Pine Tree Gardens Board and Care facilities; and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency, or designee, to: 1) exercise optional extension for fiscal year 2025-26 and 2) issue related optional notices. See Att. A. Agreement.

Reason for Recommended Action/Background
North Valley Behavioral Health (NVBH) provides 24/7 operation of both Pine Tree Garden homes. Daily services include 24/7 staffing, food preparation, medication administration and support of residents’ activities of daily living (ADLs). In its role as a housing operator, NVBH is also responsible for ensuring both houses are appropriately stocked with food, activity supplies, housekeeping, office supplies, and hygiene supplies.
Services aim to restore, maintain, or improve personal independence and functioning consistent with requirements for learning and development. Services are patterned upon evidence-based or best practice-based models of treatment incorporating principles of “recovery” from symptoms of mental illness and are provided in a less restrictive environment, allowing consumers to receive appropriate level of services. Contracting with NVBH allows the County to achieve cost savings by reducing placements in other higher level/higher cost placements.

Competitive Bid Process/Vendor Performance
On June 30, 2025, the County's Deputy Director of GSD/Manager of Procurement/County Purchasing Agent (Purchasing Agent) approved a sole/single source procurement for these services. Without sole/single source approval for these services, the County would lose the ability to provide specialty mental health services within both houses at Pine Tree Gardens. Factors considered included but were not limited to: 1) NVBH operates both Board and Care homes 24/7 as well as provide community-based, outpatient specialty mental health services to consumers who have a history of or are at risk for psychiatric hospitalizations and/or placements in Institutions for Mental Disease (IMD); 2) satisfactory performance- NVBH has been a County vendor for over five years providing competitive rates and documented successful performance in Board and Care and outpatient mental health services; 3) competitive pricing/cost savings; and 4) County would lose the ability to place consumers and residents at Pine Tree Gardens which would not have specialty mental health services on-site nor would the homes that have the effective 24/7 operational support that functioning Board and Care houses require and 5) the program that NVBH will offer at Pine Tree Gardens is the only one of its kind in Yolo County.

Performance Measures associated with this Agreement are included in Attachment A, Exhibit F. Performance data has yet to be collected or analyzed. Performance data will be tracked and analyzed as specified in the Agreement.
HHSA confirms North Valley Behavioral Health has performed satisfactorily under the prior agreement. Last fiscal year, the NVBH saw a ninety-five percent (95%) participation rate in learning activities to support continued successful placement at PTG, while two (2) clients successfully stepped down to independent living.

No general funds are required by this action. These services will be funded by Mental Health Services Act (MHSA) Community Services and Support (CSS) Adult FSP and Mental Health (MH)1991 Realignment. The total amount of this action is $596,673.50 for the period of July 1, 2025 through December 31, 2025. The amount of $596,673.50 is included in the HHSA recommended budget for fiscal year 2025-26. The related funding will be included in the requested budget process for current fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2026, nor shall the total contract maximum exceed the amount of ONE MILLION ONE HUNDRED NINETY-THREE THOUSAND THREE HUNDRED FORTY-SEVEN DOLLARS ($1,193,347), unless otherwise agreed to in writing by the Parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors (BOS).
