Reason for Recommended Action/Background

The In-Home Supportive Services Public Authority recently reached tentative agreement with SEIU Local 2015 and the resulting Memorandum of Understanding is included as Attachment A. The primary change from the prior MOU is a $1.40/hr increase in the wage supplement for a total wage supplement of $2.15/hr that will float above the minimum wage. The agreement has a three-year term of July 1, 2025 through June 30, 2028.  Total budgetary impact for this agreement is $1,345,000 and is incorporated into the adopted preliminary budget - therefore no budget adjustment is necessary to implement this contract.

This agreement will permanently increase the County's IHSS Maintenance of Effort (MOE) by approximately $1,350,000 per year ($4,197,000 over the life of the agreement) and will be subject to the current 4% annual MOE inflator. The increase for FY26 has been included in the Recommended Budget.
