Adopt resolution declaring that portions of County-Owned properties (portion of APN: 010-371-007 & 008 and portion of 2nd Street) are exempt surplus land no longer required for County use and may be transferred to the City of West Sacramento for the I Street Bridge Replacement Project, authorize the Chair of the Board of Supervisors to execute the quitclaim deeds, and delegate authority to the Director of Public Works to undertake any other necessary actions to complete the property transfers to the City of West Sacramento (No general fund impact) (4/5 vote required) (Cormier/Riddiough)
Recommended Action
- Adopt resolution (Attachment A) declaring that portions of County-Owned properties (portion of APN: 010-371-007 & 008 and portion of 2nd Street) are exempt surplus land and may be transferred to the City of West Sacramento for the I Street Bridge Replacement Project;
- Authorize the Chair of the Board of Supervisors to sign the quitclaim deeds transferring a portion of Parcel APN: 010-371-007 & 008 and a portion of 2nd Street (within the City of West Sacramento) to the City of West Sacramento; and
- Delegate authority to the Director of Public Works to undertake any other necessary actions to complete the property transfers to the City of West Sacramento, including recording of the quitclaim deeds.

Reason for Recommended Action/Background
Transfer of a portion of County-owned parcels, APN: 010-371-007 & 008 and a portion of 2nd Street (within the City of West Sacramento), will allow the City of West Sacramento to continue with the I Street Bridge Replacement Project.
BACKGROUND
The cities of Sacramento and West Sacramento are working together for the I Street Bridge Replacement Project (“Project”). The Project will include the construction of a new bridge upstream of the existing I Street Bridge. The bridge will provide a new connection across the Sacramento River between the Sacramento Railyards and the West Sacramento Washington Neighborhood planned developments. It will serve automobile, bicycle, transit, and pedestrian users. The existing I Street Bridge’s lower deck will continue to serve as a railroad crossing, and the upper deck is currently being studied and planned for use by pedestrians and bicyclists. The approach viaducts to the existing I Street Bridge will be demolished, resulting in better access to the waterfront and further development in both cities.
The City of West Sacramento has requested that the County quitclaim portions of Parcel APN: 010-371-007 & 008 and a portion of 2nd Street to the City of West Sacramento as shown in Attachment B that are necessary for the Project. Transfer of a portion of Parcel APN: 010-371-007 & 008 and a portion of 2nd Street would allow the City of West Sacramento to continue with the I Street Bridge Replacement Project.
Government Code Section 25365 permits the County Board of Supervisors, by a four-fifths vote, to quitclaim to the City any real property belonging to the County if the property to be quitclaimed is not required for County use. Additionally, Government Code section 54221(f)(1)(D) of the Surplus Land Act further authorizes the County to declare property as exempt surplus property where the subject property is being transferred to another public agency for the transferee agency’s use. The attached Resolution makes the necessary findings declaring the portions of County-owned properties as exempt surplus property that may be quitclaimed to the City of West Sacramento for the Project.
Government Code Section 37351 permits the City of West Sacramento to receive real property situated inside or outside the city limits as is necessary or proper for municipal purposes. The City Council has determined it is necessary and proper for municipal purposes that the City acquire this portion of Parcel APN: 010-371-007 & 008 and portion of 2nd Street. This will not change the city limits of the City of West Sacramento.
The proposed quitclaim deeds, including the legal descriptions and plat maps of the property to be transferred to the City of West Sacramento are provided in Attachment C. A notice of intended transfer of property was published in the Daily Democrat on June 28, 2025 (Attachment D).
