Approve Engage Empower Implement grant subaward agreement with Health Education Council in the amount of $104,119 for the period of July 1, 2025, through July 1, 2027; approve Engage Empower Implement grant subaward agreement with RISE, Inc. in the amount of $90,500 for the period of July 1, 2025, through July 1, 2027; approve Engage Empower Implement grant subaward agreement with Yolo County Office of Education in the amount of $63,000 for the period of July 1, 2025, through July 1, 2027; and delegate authority to the Manager of Procurement to sign the subaward agreements in substantially the forms attached, subject to approval as to form by County Counsel as to any changes from the attached. Recommended Action

  1. Approve Engage Empower Implement grant subaward agreement with Health Education Council in the amount of $104,119 for the period of July 1, 2025, through July 1, 2027;

Reason for Recommended Action/Background

On August 9, 2024, Yolo County submitted an application for the Engage Empower Implement (EEI) grant opportunity offered by the Sacramento Area Council of Governments (SACOG) to engage in vital community service efforts. On November 4, 2024, CAO staff received notice that the project proposal titled, “Engaging Yolo County Youth, Children, and Families” was added to the final award list (Att. A.) for SACOG Board approval on November 14, 2024 and the full budget request amount of $277,619 was accepted.

Through the EEI grant opportunity, Yolo County will be able to administer $252,619 of California Department of Transportation (CalTrans) sourced funding to support youth engagement services, local services feedback, and community participation through partnership and collaboration to address these needs. RISE, Inc. and Health Education Council (HEC) are the two Community Based Organizations (CBOs) that have agreed to partner in creating key community outreach initiatives to achieve higher service delivery and improve access to quality opportunities for Yolo County constituents. The Yolo County Office of Education (YCOE) is a critical stakeholder that is providing technical support to RISE, Inc. for this project. The Application Narrative (Att. B) and the Scope of Work (Att. C.) submitted to SACOG are provided as attachments to this staff report. The Application Narrative outlines the roles and responsibilities of each partner while the Scope of Work provides budgetary information.

The Project Total Funding is $277,619 and it is disaggregated by each partner budget request in the Summary Budget Table below. A majority portion of this funding, $252,619, will be reimbursed from CalTrans as outlined in the LAPM 3-A form (Att. D.) and administered by the County. CalTrans has provided the E-76 form (Att. E.) authorizing the funding arrangement. The remaining $25,000 will be received as a lump sum from SACOG directly by the CBO partners. The Subaward Agreements for each CBO details that the Project Total Funding from both combined sources will be spent based on the Scope of Work itemization.

Staff are working to finalize the grant agreements with the involved parties and would like to request approval of staff recommended actions to execute grant subaward agreements.

Funding for these contracts was included in the County Administrator's 2025-26 Fiscal Year Recommended Budget. There is no general fund impact as funding for these contracts comes from a SACOG grant. The remaining $25,000 in funding will be provided to the CBO's directly from SACOG.
