Recommended Action

Adopt budget resolution to increase the Yolo County District Attorney's FY 2024-25 budget by $39,139 for the Mental Health Diversion Program.

Reason for Recommended Action/Background

The Mental Health Diversion Program's goal is to address the needs of the underserved population living with mental illness who have become involved in the criminal justice system. 

This program addresses the needs of individuals who have committed crimes based on their mental illness, including substance-use disorders. The Yolo County District Attorney's Office contracts with CommuniCare+OLE to provide these services.

Based on the budget submitted by CommuniCare+OLE for FY2024-2025, the Yolo County District Attorney's Office requested funding in the amount of $339,159.  These funds would come from CCP Treatment.  On April 8, 2024, funding for CommuniCare+OLE was approved by the CCP Board. When the recommended budget was approved by the Board of Supervisors on June 11, 2024, $300,000 was budgeted for the CommuniCare+OLE agreement.  The Yolo County District Attorney's Office did not increase the funding to $339,159 with the adopted budget, approved September 24, 2024 by the Board of Supervisors.  On September 24, 2024, the Board of Supervisors approved Agreement No. 24-267 with CommuniCare+OLE for the amount of $339,159 (Att. B).

The Mental Health Diversion Program is in collaboration with the District Attorney, Public Defender, Sheriff's Office, Probation, CommuniCare+OLE, and the Yolo County Superior Courts.

County Counsel has reviewed and approved the budget resolution.

Increase FY2024-2025 adopted budget by $39,159 for Mental Health Diversion. $300,000 was approved by the Board of Supervisors with both the Recommended Budget and Adopted Budget. Agreement 24-267, approved by the Board of Supervisors, with CommuniCare+OLE was in the amount of $339,159 and the CCP board approved $339,159 in treatment funding for CommuniCare+OLE.
