Subject

Adopt two resolutions granting the District Attorney and/or Chief Deputy District Attorney authority to apply for and accept, on behalf of Yolo County, grant funds from the California Governor's Office of Emergency Services for the Victim/Witness Assistance Program and Specialized Emergency Housing Program. (No general fund impact) (Reisig)

Recommended Action

  1. Adopt two resolutions granting the District Attorney and/or Chief Deputy District Attorney authority to apply for and accept, on behalf of Yolo County, grant funds from the California Governor's Office of Emergency Services for the Victim/Witness Assistance Program and Specialized Emergency Housing Program; and
     
  2. Authorize the District Attorney and/or Chief Deputy District Attorney to execute the grant award agreement including any and all amendments and extensions.

Reason for Recommended Action/Background

The California Governor's Office of Emergency Services has not yet released the RFP for the Victim/Witness Assistance Program grant or the Specialized Emergency Housing Program grant.  To apply for either grant, the California Governor's Office of Emergency Services requires proof of authority, stating that the Yolo County District Attorney and/or Chief Deputy District Attorney are granted, on behalf of Yolo County, to apply, accept, and execute any and all amendments and/or extensions.  

The District Attorney's Office has been receiving the Victim/Witness Assistance grant for approximately 42 years and the Specialized Emergency Housing Program grant for approximately 8 years.

It is anticipated that both grant applications will be released with a required submittal date between the Board of Supervisors meetings of July 22nd and Aug 26th.  Attached are the required resolutions necessary to apply for the funding (Att. A - Specialized Housing Programs and Att. B - Victim/Witness Assistance). 

Once the grant applications have been released with the allocation amounts and grant period, the District Attorney's Office will come back to the Board of Supervisors.

County Counsel has reviewed and approved the Board resolutions.

The applications for the Victim/Witness Assistance and Specialized Emergency Housing Program have not been released. Assumptions regarding grant funding were included in the Yolo County District Attorney's FY25/26 Recommended Budget and approved by the Board of Supervisors on 6/10/25.

Once the applications have been released, and we know the funding allocations, we will be coming back to the Board of Supervisors with the updated information.
