Reason for Recommended Action/Background

The California Department of Housing and Community Development (Department or HCD) announced the release of this Entitlement and Non-entitlement Local government formula component Notice of Funding Availability (NOFA) in February 2020, for approximately $296 million for the Permanent Local Housing Allocation (PLHA) program. Funding for this NOFA is provided pursuant to Senate Bill (SB) 2 (Chapter 364, Statutes of 2017). SB 2 established the Fund and authorizes the Department to allocate monies collected and deposited in the Fund, beginning in calendar year 2020, to local governments for eligible housing and homelessness activities. The intent of the bill is to provide a permanent, on-going source of funding to local governments for housing-related projects and programs that assist in addressing the unmet housing needs of their local communities. 

On July 21, 2020, the Board of Supervisors approved staff to proceed with a grant application for the PLHA funds and approved the five-year plan (Attachment C). This includes the first-year funding of $136,610.

On February 27, 2024, the Board of Supervisors approved staff to request access to the funds allocated to the County totaling $579,185 for the following Calendar Years (CY): 

CY 2020 allocation $222,882
CY 2021 allocation $234,679
CY 2022 allocation $121,264

The funds were to be spent in accordance with the five-year plan and in conjunction with community partners as appropriate.

Staff recommends Board approval of the attached resolution (Attachment A) in support of the County’s application for $395,616 for calendar year 2023 for the following proposed projects/programs:   
  • New construction, rehabilitation, and preservation of permanent and transitional housing, assisting persons who are experiencing or at risk of homelessness; and/or
  • Predevelopment, development, acquisition, rehabilitation and preservation of multifamily, residential live-work, rental and ownership housing (including accessory dwelling units), including necessary operating subsidies, to extremely low to moderate income households, to meet the needs of a growing workforce and support the advancement of permanent housing opportunities in Yolo County.  
The attached resolution references the five-year estimate from the NOFA, which was $1,111,411. This NOFA is funded from moneys deposited in the Building Homes and Jobs Trust Fund in calendar year 2023. This will be the final allocation of funds the County may apply for to access the remaining five-year plan PLHA funds. The attached resolution authorizing the County to apply for these PLHA funds is in the form required by HCD. The Reuse Plan (Attachment B) establishes policy and procedures for the administration and utilization of program income received as a result of activities funded under the HCD's PLHA Program.
