Adopt resolution authorizing the Chair to execute Subgrant Agreement No. AA611045; approve and authorize the Chair to sign Subgrant Agreement No. AA611045 with the CA Employment Development Department (EDD) to receive funding in the amount of $1,462,091 for the period of April 1, 2025 through June 30, 2027 for the provision of adult, dislocated worker, and youth and the rapid response and rapid response layoff aversion related to the Workforce Innovation and Opportunity Act program. Recommended Action
- Adopt resolution authorizing the Chair to execute Subgrant Agreement No. AA611045;
- Approve and authorize the Chair to sign Subgrant Agreement No. AA611045 with the CA Employment Development Department (EDD) to receive funding in the amount of $1,462,091 for the period of April 1, 2025 through June 30, 2027 for the provision of adult, dislocated worker, and youth and the rapid response and rapid response layoff aversion related to the Workforce Innovation and Opportunity Act program;
- Authorize the County Deputy Director of General Services/Manager of Procurement, or designee, to execute any financial or non-financial extensions or amendments to the agreement, upon approval as to form by County Counsel; and
- Authorize the Director of Yolo County Health and Human Services Agency, or designee, to sign fiscal and program reports and forms required under the agreement, including reports and forms required under any extensions or amendments thereto.

Reason for Recommended Action/Background
Under Title I of the Workforce Innovation and Opportunity Act (WIOA) of 2014, Youth, Adult, Dislocated Worker and Adult Formula funds are provided to the states by the federal government. In turn, states provide resources to local workforce areas, including Yolo County, to deliver a comprehensive array of services:
- Youth program services focus on assisting out-of-school youth and in-school youth in overcoming one or more barriers to employment. This assistance helps youth prepare for post-secondary education and employment opportunities, attain educational and/or skills credentials, and secure successful career and promotional opportunities in the long run.
- Adult program and the Dislocated Worker programs aim to help individuals secure and maintain employment. The Adult program assists low-income individuals, public assistance recipients, and veterans with career counseling, job search support, and training for in-demand jobs. The Dislocated Worker program focuses on helping individuals who have lost their jobs through no fault of their own by offering a similar suite of services to facilitate their rapid re-entry into the workforce.
- The Dislocated Worker Rapid Response and Rapid Response Layoff Aversion program aids individuals facing immediate dislocation to provide employment and or training opportunities in advance of a business closure.
Together, these programs form a comprehensive system that supports a wide range of job seekers and helps to build a skilled, adaptable workforce to meet the needs of employers.
Staff recommends approval of this Agreement (Att. A. Agreement) and adoption of the Board Resolution (Att. B. Board Resolution), which will allow County to continue providing services and activities that aid eligible individuals in enhancing their skills and/or education to become more employable and competitive in the local and regional job markets.
