Approve and authorize the Chair to sign State Agreement No. M117955-7100 with the CA Employment Development Department (EDD) to receive funding in the amount of $502,920 for the period of Effective Date through April 30, 2027 for the provision of serving people with disabilities through the Department of Rehabilitation-America’s Job Centers of California Collaboration. (No general fund impact) (Morales)

Recommended Action

  1. Approve and authorize the Chair to sign State Agreement No. M117955-7100 with the CA Employment Development Department (EDD) to receive funding in the amount of $502,920 for the period of Effective Date through April 30, 2027 for the provision of serving people with disabilities through the Department of Rehabilitation-America’s Job Centers of California Collaboration; 
     
  2. Authorize the Purchasing Agent, or designee, to execute any financial or non-financial extensions or amendments to the agreement, upon approval as to form by County Counsel; and
     
  3. Authorize the Director of the Yolo County Health and Human Services Agency, or designee, to sign fiscal and program reports and forms required under the agreement, including reports and forms required under any extensions or amendments thereto.

Reason for Recommended Action/Background

This grant funding addresses some of the persistent challenges faced by Yolo County residents with disabilities and provides a unique opportunity to build a more inclusive and effective workforce system through a strong partnership with the Department of Rehabilitation. This initiative is particularly noteworthy because it provides substantial funding to support staff-related costs, a unique and crucial feature that will directly enhance service delivery and collaboration. The grant's core purpose is to bolster employment services for this community. Many of these individuals also belong to other underserved groups, including Hispanic/Latino residents, veterans, refugees, and those experiencing homelessness, all of whom face additional systemic barriers.

A key focus of this initiative is the strong partnership with the Department of Rehabilitation. This collaboration aims to overcome existing coordination and communication issues that have historically hindered co-enrollment and seamless service provision.

By strategically partnering with the Department of Rehabilitations, Yolo County staff will receive specialized training, enabling a more unified and effective approach to supporting clients. This investment is focused on building lasting systems, fostering employer education, and improving accessibility to create a more inclusive workforce for Yolo County residents with disabilities. This is a unique opportunity to make a long-term, systemic change.
