Reason for Recommended Action/Background
H.R. 1, the "One Big Beautiful Bill Act," was signed into law on July 4, 2025. Provisions are projected to significantly impact Health and Human Services through cuts and changes to programs like Medicaid and SNAP, restrictions on immigration status for Medicaid, ACA and SNAP eligibility, and childcare and early education. These changes could lead to increased rates of poverty, reduced access to healthcare and food assistance, and potential destabilization of the safety net.
While some provisions of the bill are immediate, many do not take effect until 2027. HHSA leadership is collecting as much information as possible from State and Federal sources, as well as partner agencies and state-wide groups in order to understand the programmatic, financial, and community impacts the county will endure. Staff will provide an update on what we understand to date and how we are preparing for these changes.
