Adopt resolution to designate the intersection of County Road 99W and County Road 1 (County Line Road) as a multi-way stop intersection; authorize the Department of Community Services to install and maintain all necessary signs associated with the multi-way stop. Recommended Action

  1. Adopt resolution to designate the intersection of County Road 99W and County Road 1 (County Line Road) as a multi-way stop intersection; and
     
  2. Authorize the Department of Community Services to install and maintain all necessary signs associated with the multi-way stop.

Reason for Recommended Action/Background

In October 2023, Colusa County notified Yolo County of a request from Midstream Energy Partners to install a new propane facility (Development) on a parcel in Colusa County that is adjacent to Yolo County along County Road 1 (also known as County Line Road), just east of County Road 99W (Attachment A).

Back in 1961, both counties agreed to split the maintenance responsibilities for County Road 1 in half (see Attachment B).  The driveway for the Development was proposed to be off of County Road 1 within the section that Yolo County maintains.

The intersection of County Road 99W and County Road 1 currently operates with two-way stop control on the eastbound and westbound approaches of County Road 1.  Traffic on County Road 99W currently flows without stop control in both northbound and southbound directions.

The Colusa County Public Works Department and Yolo County’s Public Works Division of the Department of Community Services received concerns from area residents and roadway users regarding traffic safety at this intersection, particularly with the addition of the proposed Development’s traffic at this intersection. The Yolo County Clerk of the Board received a petition on September 24, 2024, from a Colusa County landowner with a request to improve traffic operation and safety at this intersection.  This petition, and similar request, was also sent by the landowner to Colusa County.

An engineering and traffic study was conducted for the intersection by the Colusa County Public Works Department in accordance with the California Manual on Uniform Traffic Control Devices (CAMUTCD) criteria for multiway stop control (Attachment C).  The study analyzed traffic volumes, sight distances, crash history, and reported near miss incidents.  Colusa County’s findings indicate that the intersection meets the warrants for multi-way stop control based on:
  1. Irregular geometry at the intersection
  2. New business adjacent to the intersection
  3. Obstacles in the path of turning trucks
  4. Multiple incidents in recent history justifying multi-way stop sign control
Colusa County, which maintains jurisdiction over the northern leg of the intersection, adopted a resolution to install a stop sign on the northbound approach on September 23, 2025 (Attachment D).  Since the county line runs approximately at the centerline of County Road 1, Yolo County has jurisdiction over the northbound approach, and thus approval from this Board is also required to move forward with the proposed multi-way stop (Attachment E).  This action would complete the requirements to permit installation of the multi-way stop at this multi-jurisdictional intersection.

Additionally, Yolo County received a $25,000 deposit from Midstream Energy Partners in October 2024 to implement striping and traffic sign updates that may be needed along County Road 1 and at the subject intersection since their proposed driveway access would be installed on the north side of County Road 1.  Since Colusa County determined that stop signs are needed at the County Road 99W intersection, Yolo County returned the $25,000 deposit in September 2025 to Midstream Energy Partners, at Colusa County’s request, to instead provide these funds to Colusa County to be used toward the intersection operation modifications necessary to change this intersection to an all-way stop.

After Colusa County Public Works completes the traffic signage and striping updates to the intersection, Yolo County will plan to revisit the area to determine if any additional striping or signage updates may be needed.

There will be no initial costs as Colusa County Department of Public Works will be responsible to install all of the associated traffic signs and striping necessary to convert the intersection to a multi-way stop intersection. Yolo County will be responsible for ongoing maintenance of the traffic signs and striping per attached Yolo County Resolution No. 61-155.
