Reason for Recommended Action/Background

The Roads & Fleet Division Building, located at 294 West Beamer Street, Woodland, was constructed in 1969.  The building consists of 11,975 assignable square feet, and was identified in the 2014 space planning report as being in very poor condition and a candidate for replacement.  At the time, replacing the building was not feasibly financially possible, and the planning process began for major tenant improvement capital planning.  This project will focus on improving nearly 3,400 square feet of space occupied by the Roads Division.  Other portions of the building are occupied by Fleet Services Division and the Sign Shop unit. Both of those spaces were improved in the past several years as minor tenant improvement projects.

This project will make improvements to the Roads Division space by designing a purpose-specific classroom, renovating staff office space, modernizing the men's locker room, adding a women's locker room, adding a carport to provide needed shade of vehicles and of the west-facing exterior walls, making ADA accessibility improvements, and modernizing various building support systems.  These improvements will improve the overall productivity of the Roads Division and extend the life of the existing building.

Public Contract Code §20150.12 requires this Board to approve the plans and specifications for this project. Upon approval of the plans and specifications and authorization by this Board today, the Procurement Division will advertise the project soliciting construction bids.  After the completion of the competitive solicitation process, staff will return to this Board with a recommendation of the award and execution of the contract, along with taking any necessary budget action required through a budget resolution. The fiscal impact section of the staff report describes planned funding sources to complete the project and the anticipated commencement of construction in late Spring to early Summer 2026, with projected completion in early 2027.

The General Services Department collaborated with the Department of Community Services' Roads Division throughout project design.

There is no fiscal impact associated with approval of the requested action. However, sufficient Highway User Tax Account funds are budgeted in the Fiscal Year 2025-2026 Road Fund Budget for the renovations and will be budgeted in the FY2026-2027 Road Fund proposed budget to cover this expenditure if needed.
