Approve Community Benefit Grant proposals in the amount of $2,000 for Yolo Children's Alliance, $2,000 for the Yolo County Library Foundation, $5,000 for Fourth & Hope, $7,500 for the Bryte/Broderick Community Action Network, $7,312 for Cache Creek Conservancy, $1,000 for the Concilio of Yolo County; $1,000 for Scouting Associates, Inc., $5,000 for Woodland Food Closet, $1,750 for Elkhorn Village Elementary School, $1,000 for Holy Cross Parish West Sacramento, and $5,000 for the City of Woodland, and delegate authority to staff to complete the necessary agreements with Yolo Children's Alliance, Yolo County Library Foundation, Fourth & Hope, Bryte/Broderick Community Action Network, Cache Creek Conservancy, Concilio of Yolo County, Scouting Associates, Inc., Woodland Food Closet, Elkhorn Village Elementary School, Holy Cross Parish West Sacramento, and City of Woodland. Recommended Action

  1. Approve Community Benefit Grant proposal for Yolo County Children's Alliance in the amount of $2,000 to help fund the Annual Homeless Resource Fair, Annual Christmas Children's Toy/Coat Distribution, and Children's Backpacks/School Distribution;
     
  2. Approve Community Benefit Grant proposal for Yolo County Library Foundation in the amount of $2,000 to support the Mary’s Supper for Stories Event;
     
  3. Approve Community Benefit Grant proposal for Fourth & Hope in the amount of $5,000 to support their Annual Empty Bowls events;
     
  4. Approve Community Grant Proposal for Bryte/Broderick Community Action Network in the amount of $7,500 to fund the Graffiti Abatement Program;
     
  5. Approve Community Grant Proposal for Cache Creek Conservancy in the amount of $7,312 to support the 2026 Environmental Elementary Education Program; 
     
  6. Approve Community Benefit Grant proposal for the Concilio of Yolo County in the amount of $1,000 to support their scholarship fundraiser and recognition dinner; 
     
  7. Approve Community Benefit Grant proposal for Scouting Associates, Inc. in the amount of $1,000 to support exterior cabin repairs for the Woodland Scout Cabin;
     
  8. Approve Community Benefit Grant proposal for Woodland Food Closet in the amount of $5,000 to support their 2026 Fabulous Fiesta Event;
     
  9. Approve Community Benefit Grant proposal for Elkhorn Village Elementary School in the amount of $1,750 to support the Elkhorn Village 2026 Crab Feed; 
     
  10. Approve Community Benefit Grant proposal for Holy Cross Parish West Sacramento in the amount of $1,000 to support the 2026 Holy Cross Parish Festival;
     
  11. Approve Community Benefit Grant proposal for the City of Woodland in the amount of $5,000 to support The Woodland Aquatic Center Project; and
     
  12. Delegate authority to staff to complete the necessary agreements with Yolo County Children's Alliance, Yolo County Library Foundation, Fourth & Hope, Bryte/Broderick Community Action Network, Cache Creek Conservancy, Concilio of Yolo County, Scouting Associates, Inc., Woodland Food Closet, Elkhorn Village Elementary School, Holy Cross Parish West Sacramento, and the City of Woodland.

Reason for Recommended Action/Background

On July 25, 2023, the Board of Supervisors set aside $500,000 for the Community Benefit Equal Allocation Plan. The Plan equally allocated a portion of that funding to each of the five supervisorial districts, allowing each Supervisor to provide grants to local Community-Based Organizations (CBOs) operating within their districts. The Board approved the plan at that meeting, further augmenting the funding to $750,000. On June 4, 2024, the Board approved an additional $25,000 per supervisorial district and increased the total amount to $875,000. 

A brief description of the funding proposals follows: 

Yolo County Children's Alliance
This Community Benefit Grant would provide $2,000 from District 3. The funds provided under this Agreement will support Yolo County Children's Alliance with the following events and drives in the amounts described below:
  • October 24, 2025 - Annual Homeless Resource Fair — $500;
  • 2025 Annual Christmas children’s toy or coat distribution— $500
  • 2026 Children’s Backpacks/school distribution — $1,000
Yolo County Library Foundation
This Community Benefit Grant would provide $2,000 from District 3. The funds provided under this Agreement will support Yolo County Library Foundation. The Mary’s Supper for Stories Event will benefit Yolo County Libraries and Woodland Library.

Fourth & Hope
This Community Benefit Grant would provide $5,000 from District 3. The funds provided under this Agreement will support the 17th and 18th Annual Empty Bowls events.

Bryte/Broderick Community Action Network (BBCAN)
This Community Benefit Grant would provide $7,500 from District 3. The funds provided under this Agreement will fund the Graffiti Abatement Program's supplies and safety equipment.

Cache Creek Conservancy
This Community Benefit Grant would provide $7,312 from District 3. The funds provided under this Agreement will fund the 2026 Environmental Elementary Education Program. The program consists of eight classes, six 20-minute modules each, with a five-minute break between the modules, 2.5 hours total for each field trip, 45 minutes to set up and 45 minutes to take down, with one hour of prep time and five hours of time for each of the six employees, plus the bus fee of $210.

Concilio of Yolo County

This Community Benefit Grant would provide $1,000 from District 3. The funds provided under this Agreement will fund Concilio of Yolo County to support their scholarship fundraiser and recognition dinner.

Scouting Associates, Inc.
This Community Benefit Grant would provide $1,000 from District 3. The funds provided under this Agreement will fund Scouting Associates, Inc. for dry rot and exterior cabin repairs for the Woodland Scout Cabin.

Woodland Food Closet
This Community Benefit Grant would provide $5,000 from District 3. The funds provided under this Agreement will fund the Woodland Food Closet to support their 2026 Fabulous Fiesta Event.

Elkhorn Village Elementary School 
This Community Benefit Grant would provide $1,750 from District 3. The funds provided under this Agreement will fund Elkhorn Village Elementary School to support the Elkhorn Village 2026 Crab Feed event.

Holy Cross Parish West Sacramento
This Community Benefit Grant would provide $1,000 from District 3. The funds provided under this Agreement will fund Holy Cross Parish West Sacramento to support the 2026 Holy Cross Parish Festival.

City of Woodland
This Community Benefit Grant would provide $5,000 from District 5. The funds provided under this Agreement will fund the City of Woodland to support the Woodland Aquatic Center Project to expand recreational, educational, and wellness opportunities for residents.

Recommended Action
Staff requests authority to complete and sign the agreements with the named organizations in the amounts described above. Agreements will utilize the language shown in Att. A. Agreement Template.

Collaborations (including Board advisory groups and external partner agencies)

Grant recipients are selected by the Supervisor's Districts and reviewed by the County Administrator's Office. 

Competitive Bid Process/Vendor Performance

The respective Supervisors' District staff review potential beneficiaries of the available funding, and the Supervisor selects beneficiaries and funding amounts. District Staff then begin preparation of the agreements. The County Administrator's Office reviews the spending proposals and verifies that the proposed beneficiary meets any necessary requirements under federal and state laws. The proposal is then brought to the Board for delegation of authority to complete funding disbursement.

No general fund impact will occur with the approval of this item. The Board allocated $875,000 in funding for the Community Benefit Equal Allocation Plan, of which $38,562 will be utilized to fund these grants.
