Subject

Authorize the Chief of Probation to accept the Justice Assistance Grant (JAG) funding in the amount of $173,845 and to sign the attached agreement from the Board of State and Community Corrections (BSCC) for the period October 1, 2025 to September 30, 2026 on behalf of the law and justice departments (District Attorney, Probation, Public Defender and Sheriff) and adopt budget resolution amending the District Attorney, Probation, Public Defender and Sheriff's budgets for the 2025-26 Adopted Budget as outlined in the attached budget resolution in the amount of $173,845. (No general fund impact) (4/5 vote required) (Gayton)

Recommended Action

  1. Authorize the Chief of Probation to accept the grant award and to sign the attached agreement with the Board of Community Corrections in the amount of $173,845 for the period of October 1, 2025 to September 30, 2026 on behalf of the law and justice partners (District Attorney, Probation, Public Defender and Sheriff); and 
     
  2. Adopt budget resolution amending the District Attorney, Probation, Public Defender and Sheriff's budgets for 2025-26 Adopted Budget as outlined in the attached budget resolution in the amount of $173,845.

Reason for Recommended Action/Background

In September 2025, the Yolo County law and justice partners (District Attorney, Probation, Public Defender and Sheriff) applied together for the JAG Equipment and Training Program Grant funding.  The Edward Bryne Memorial Justice Assistance Grant (JAG) program is a federal program administered to local governments by the State Board of Community Corrections which allows states and units of the local government to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions.  JAG Equipment and Training Program funds may be used for the purchase of equipment/fixed assets and/or supplies to support activities that fall under any one or more of the following program purpose areas: law enforcement programs; prosecution and court programs; prevention and education programs; drug treatment and enforcement programs and mental health programs and related law enforcement and corrections programs.  

Yolo County was notified of their successful application in September and the Probation Department was requested to serve as the administrator for the grant on behalf of the four partner departments.  The award will provide one-time funding for various law enforcement equipment purchases such as computers, software and software licensing, bulletproof vests and taser cartridges.  In addition, it will provide various training opportunities as well.  The grant amount is $173,845 and will be split equally among the four departments.

Probation will be administering a Federal Grant which is being passed thru by the Board of State and Community Corrections on behalf of the four law and justice departments (District Attorney, Probation, Public Defender and Sheriff) in the amount of $173,845 for the purchase of equipment and training resources for each department. No general funds are required. The grant award starts October 1, 2025 and ends September 30, 2026. A budget resolution which amends each department's FY2025-26 Adopted Final Budget is attached.
