Reason for Recommended Action/Background
Background
The Yolo County Community Corrections Partnership (CCP) was formed in 2011 as part of the State of California's public safety realignment under Assembly Bill 109. Per AB109, CCPs must provide supervisory and rehabilitative programs to felony offenders who are subject to local supervision. Alongside standard probation and supervision, these programs may include mental health treatment, substance abuse treatment, job training, employment services or other programs intended to reduce recidivism. To guide implementation of these programs, each local CCP must develop and approve a strategic plan and recommend it to the Board of Supervisors. The plan is "deemed accepted" by the Board of Supervisors under state law unless the Board, by a 4/5 vote, rejects the plan and sends it back to the CCP for further consideration. To replace the 2023-2025 strategic plan, the Yolo County CCP has developed a strategic plan for 2026-2029 (Attachment A) and is seeking Board action.
CCP Programming
The CCP funds multiple programs intended to support individuals in the criminal justice system struggling with addiction, mental health, housing or other issues that result in increased levels of recidivism. Programs operated using CCP funding include, but are not limited to the Day Reporting Center, IGT House, Mental Health and Addiction Intervention Courts, and the Restorative Justice Partnership. The CCP also supports programs that are intended to prevent members of at-risk communities from ending up in the criminal justice system, such as youth cultural activities. See Attachment B for a list of CCP-funded programs.
2026-2029 Strategic Plan
Development of the 2026-2029 CCP Strategic Plan was a collaborative effort over much of 2025. The CCP created an ad hoc composed of representatives from the District Attorney's Office, Probation Department, Public Defender's Office, and Sheriff's Department. This group met monthly to redesign the 2026-2029 CCP Strategic Plan with budgetary concerns and evidence-based programming in mind. The emphasis for this iteration of the Strategic Plan was placed on effectuating sustainable practices with current programming to continue to provide the community with services that improve community outcomes. The 2026-2029 CCP Strategic Plan was presented and approved by vote during the October 20, 2025 quarterly CCP meeting.
