Appoint a director to Colusa Basin Drainage District, Division III, in lieu of conducting an all-mail ballot landowner district election. (No general fund impact) (Salinas)
Recommended Action
- Approve and accept Colusa Basin Drainage District's request that the Yolo County Board of Supervisors appoint the only candidate, George D. Tibbitts, to the position of Director for the Colusa Basin Drainage District, Division III; and
- Approve and accept the attached Certificate of Facts, indicating the number of persons who filed a declaration of candidacy did not exceed the number of director offices to be filled in the district held November 13, 2025, Uniform District Election Law (UDEL) Election.

Reason for Recommended Action/Background
Colusa Basin Drainage District is a landowner district with an elected office up for election in 2025. The district opted to hold their own election to fill the open elected Director position in Division III.
Division III is composed of the district area situated within Yolo County and the towns (Census Designated Places) of Arbuckle, Grimes, and College City which are situated within Colusa County. See Attachment C, Colusa Basin Drainage District Election Areas.
The Certificate of Facts and the Colusa Basin Drainage District's request letter certified the number of persons who filed a declaration of candidacy did not exceed the number of offices to be filled at the election. This recommended action completes the procedure for an appointment in-lieu of election due to insufficient nominees for the November 13, 2025, Uniform District Election Law (UDEL) Election.
