Reason for Recommended Action/Background
The Tuli Mem Park, a community park in Esparto, opened in 2019. The park's soccer field and softball field suffer from multiple issues related to design and construction. The repair is to address compaction issues, reduce thatch, improve soil fertility, and establish a durable cool-season athletic turf suitable for recreational play. The County worked with Wilson Design Studios Landscape Architecture to develop plans and specifications for the repair work. The intent of the repair work is to address all the issues with the soccer field. The plans also propose an add-alternate for grading corrections in the soccer field to improve surface drainage and playability.
Public Contract Code §20150.12 requires this Board to approve the plans and specifications for this project. Upon approval of the plans and specifications and authorization by this Board today, the Procurement Division will advertise the project soliciting construction bids. After the completion of the competitive solicitation process, staff will return to this Board with a recommendation of the award and execution of the contract, along with taking any necessary budget action required through a budget resolution. Construction is anticipated to occur in late 2026; the outcome of pending litigation involving the design and construction of the fields and related irrigation and drainage facilities could affect the timing and scope of construction work.
