Recommended Action

Reason for Recommended Action/Background
The California Department of Housing and Community Development (HCD) announced the release of the Community Development Block Grant (CDBG) 2025 Notice of Funding Availability (NOFA), issued on September 30, 2025, for approximately $27 million in federal funds for the Community Development Block Grant (CDBG) program. The objectives of the CDBG program are to develop viable communities by the provision of decent affordable housing, a suitable living environment, and to expand economic opportunities, principally for the benefit of Low- and Moderate-Income (LMI) persons, families, households, and neighborhoods. Eligible activities under the current CDBG NOFA include:
- Public Services, which includes youth programs, senior services, homeless services, food assistance/food banks, and health or mental health services
- Affordable Housing Activities, which includes acquisition of vacant property for the development of new affordable housing, accessibility improvements for persons with disabilities, homebuyer assistance, and homeowner housing rehabilitation.
- Public Infrastructure, which includes drainage/flood control, street and sidewalk improvements, and water and sewer improvements
- Public Facilities, which includes community centers, parks/recreational facilities, youth and senior centers, and healthcare centers serving low-moderate income clientele.
- Economic Development, which includes assistance to businesses that will create jobs for low-income persons and help for low-income residents starting a business.
CDBG funding can be used for a planning study that leads to a CDBG eligible project. The County Administrator's Office grant application for $300,000 would fund a planning study to identify housing needs of migrant farmworkers in the County and consider alternate solutions to improve and develop much-needed migrant farmworker housing throughout the County. The outcome of the study is to develop targeted programs and strategies to address the identified housing needs of migrant farmworkers and to support agricultural businesses with a stable and healthy workforce.
The County Administrator's Office, in coordination with Health and Human Services Agency (HHSA), held a public forum on March 18th, 2026 in the HHSA Community Room to gather feedback from residents regarding the CDBG program and housing (see Attachment D. Presentation). About 11 residents attended the public forum to express their opinions and engage in open dialogue with County staff. Today's public hearing will provide another opportunity for residents to participate in discussions relating to the CDBG program and housing.
