Reason for Recommended Action/Background
See Attachment A for changes to the Authorized Position and Salary Resolution (Mid-year).
Library - Adds five (5) new positions to staff the new Library. These positions will be effective June 28, 2026. This action allows the department to begin the recruitment process prior to the position start date.

HHSA:
Deletes seven (7) positions (6 limited-term and 1 regular) as part of administrative clean-up to accurately align position control. These positions were unfunded as part of 2025/26 Adopted Budget.
Emergency Medical Services Program Coordinator - Converts one (1) full-time position from limited-term to regular. This position has been in limited-term status for 5 years and 10 months, which exceeds the limited-term appointment of 3 years. Yolo County has received program funding for approximately 8 years for this position.
On March 3, 2026, the Board of Supervisors approved the addition of 8.0 FTE regular Behavioral Health Case Manager positions and 1.0 FTE regular Medi-Cal Billing Coordinator position as part of the Behavioral Health Services Act (BHSA) budget approach for FY 2026/27. The action adds eight (8) Behavioral Health Case Manager II positions. Staff will return at a later date with the Medi-Cal Billing Coordinator position once the appropriate Yolo County classification has been identified. All nine positions were previously approved by the Board on March 3, 2026.
