Subject

Adopt Authorized Position and Salary Resolution to implement changes in the County Administrator's Office, Health and Human Services Agency, Public Defender and Sheriff's Office; approve side letter agreement providing a differential for maintaining an Aquatic Facilities Operator Certificate for the International Union of Operating Engineers, Stationary Local 39, AFL-CIO (Union); and approve side letter agreement which establishes the process for use of limited-term employment for calculation of seniority dates for purposes of layoff for the International Union of Operating Engineers, Stationary Local 39, AFL-CIO (Union). Recommended Action

  1. Adopt Authorized Position and Salary Resolution to implement changes in the County Administrator's Office, Health and Human Services Agency, Public Defender and Sheriff's Office; 
     
  2. Approve side letter agreement providing a differential for maintaining an Aquatic Facilities Operator Certificate for the International Union of Operating Engineers, Stationary Local 39, AFL-CIO (Union); and 
     
  3. Approve side letter agreement which establishes the process for use of limited-term employment for calculation of seniority dates for purposes of layoff for the International Union of Operating Engineers, Stationary Local 39, AFL-CIO (Union).

Reason for Recommended Action/Background

See Attachment A for changes to the Authorized Position and Salary Resolution.

CAO: 
Reallocates one regular full-time Emergency Preparedness Program Coordinator to an Emergency Services Coordinator to ensure operational alignment and reclassifies the incumbent following a position review conducted by Human Resources. 
Deletes one vacant limited-term full-time Emergency Services Planner to accurately align position control. 

HHSA: 
Deletes one vacant limited-term full-time Employment & Social Services Program Supervisor position as part of administrative clean-up to accurately align position control. This position was unfunded as part of 2025/26 Adopted Budget. 

Public Defender: 
Adds two new regular Deputy Public Defender IV to assist with the Oakdale fire.
Convert's one limited-term Paralegal to regular to assist with the Oakdale fire.
Converts one limited-term Deputy Public Defender I to regular and increases to level IV.

Sheriff's Office: 
Converts one vacant limited-term full-time Deputy Public Administrator to regular. 

See Attachment B for side letter with International Union of Operating Engineers, Stationary Local 39, AFL-CIO (Union). Staff recommends approving the attached side letter, which provides that, Effective October 1, 2025, at the discretion of the Appointing Authority, up to two (2) employees in the Parks and Facilities Worker I/II/III classifications shall be designated in writing to maintain an Aquatic Facilities Operator Certificate. The designated employees shall receive a two and one-half percent (2.5%) differential for all hours worked. This change will generate cost savings and strengthen operational efficiencies, as the County previously paid higher rates for contacted staff to perform these duties.

Staff recommends approving the attached side letter which establishes the process for use of limited-term employment for calculation of seniority dates for purposes of layoff for the International Union of Operating Engineers, Stationary Local 39, AFL-CIO (Union).

See Attachment D for class specification for In Custody Program Coordinator - CalAIM. Establishes a new class and salary range and reallocates the existing limited-term Senior Administrative Services Analyst position to limited-term In Custody Program Coordinator - CalAIM.
