Subject

Adopt resolution granting the District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $600,171 in grant funding awarded by the California Department of Insurance to support the District Attorney's Workers Compensation and Automobile Insurance Fraud programs; and authorize the District Attorney and/or Chief Deputy District Attorney to execute the grant award agreement including any and all amendments or extensions. (No general fund impact) (Reisig)

Recommended Action

  1. Adopt resolution granting the District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $600,171 in grant funding awarded by the California Department of Insurance; and
     
  2. Authorize the District Attorney and/or Chief Deputy District Attorney to execute the grant award agreement including any and all amendments or extensions.

Reason for Recommended Action/Background

The Yolo County District Attorney's Office has received grant funding from the California Department of Insurance since fiscal year (FY) 1990-91.  In FY 2025-26, the Yolo County District Attorney's Office was awarded $168,411 for the Automobile Insurance Fraud program and $433,760 for the Workers Compensation Insurance Fraud program.  Both grants are used to support activities within the department.

In Automobile Insurance Fraud, cases include, but are not limited to, the following: theft of a motor vehicle for financial gain, reporting a vehicle stolen for the purpose of filing a false insurance claim, switching vehicle identification numbers to obtain the title of a stolen vehicle, arson, etc.  This grant funds a DA Investigator II.

In Workers Compensation Fraud, cases include, but are not limited to, the following: Premium Fraud, uninsured employees, claimant fraud, etc.  This grant funds a DA Investigator II, a Legal Process Clerk, and a portion of a Deputy District Attorney.

Collaborations (including Board advisory groups and external partner agencies)

The Workers Compensation and Automobile Insurance Fraud programs collaborate with all local law enforcement agencies as well as with State agencies such as the DMV, EDD, and the California Department of Insurance.  The Workers Compensation investigator participates in a task force that includes Northern California Counties and investigates suspected provider fraud in Sutter, Yuba, and Colusa Counties.
