Subject

Adopt the plans and specifications for the 2026 Pavement Preservation Project; authorize the Director of Public Works to sign the Notice to Bidders; authorize the Department of Community Services to advertise for competitive bids; authorize the Director of Public Works to execute a construction contract with the lowest responsible bidder, provided the contract amount does not exceed available funds, or to reject all bids; and authorize the Director of Public Works to approve all construction change orders, or amendments to the construction contract, consistent with the applicable change order limits established in State law, but not to exceed a cumulative total of ten percent (10%) of the total original contract price. (No general fund impact) (Fieseler/Aleaf)

Recommended Action

  1. Adopt the plans and specifications for the 2026 Pavement Preservation Project; 
     
  2. Authorize the Director of Public Works to sign the Notice to Bidders;
     
  3. Authorize the Department of Community Services to advertise for competitive bids;
     
  4. Authorize the Director of Public Works to execute a construction contract with the lowest responsive bidder provided the contract amount does not exceed available funds, or to reject all bids; and
     
  5. Reason for Recommended Action/Background

These actions will allow the Department to solicit competitive bids and proceed with timely construction of the 2026 Pavement Preservation Project.

BACKGROUND

The proposed County Roads (CR) where pavements will be improved in the 2026 Pavement Preservation Project are located throughout the County as shown on the location map (see Attachment A) and listed below:
  • 20.79 miles in the Dunnigan area including:
    • 0.97 miles on Main, Hays, Wheeler, Second, First, and Railroad Streets within the town of Dunnigan
    • 0.25 miles on County Road (CR) 89A from Main St to CR 5
    • 0.06 miles on CR 89 from CR 6 to 300 ft south
    • 0.81 miles on CR 88A from CR 5 to the north end
    • 0.70 miles on CR 88B from CR 5 to the north end
    • 0.60 miles on CR 88C from CR 5 to CR 88B
    • 0.46 miles on CR 88C from CR 4 to CR 99W
    • 0.44 miles on CR 5 from CR 88A to the east end
    • 1.02 miles on CR 5 from CR 89 to the east end
    • 2.12 miles on CR 88 from CR 6 to CR 2
    • 0.29 miles on CR 88 from south end to CR 99W
    • 0.66 miles on CR 88 from CR 99W to CR 1
    • 2.07 miles on CR 6 from CR 86 to CR 88
    • 0.94 miles on CR 6 from I-5 to CR 89B
    • 0.84 miles on CR 89B from CR 6 to CR 99W
    • 0.33 miles on CR 4 from CR 99W to CR 89
    • 1.79 miles on CR 86 from CR 6 to CR 2

  • 1.01 miles on CR 28H from CR 102 to the east, pending contractor alternative bid pricing and project budget availability
The Project involves pavement preservation of approximately 26 miles of Yolo County roadway, including the town of Dunnigan, areas around Dunnigan, important collectors north of the City of Woodland, and a collector near the Yolo County Landfill.  The inclusion of CR 28H in the final construction project depends on the contractor bid pricing and project budget (will be an optional bid item).

The roadways will be treated by applying an asphalt rubber cape seal or triple seal treatment on the existing road surfaces. Some roads needing more extensive maintenance will first require pulverization of the existing asphalt surfaces, and then placement of an asphalt leveling course. Asphalt rubber cape seal treatment begins with surface preparation, followed by an asphalt rubber chip seal on the existing pavement surface and finished with a microsurfacing type II surface seal on top. Triple seal treatment also begins with surface preparation and a microsurface treatment on the existing pavement surface, followed by an asphalt rubber chip seal, then a slurry or microsurface seal to complete the treatment.

The project is expected to take approximately 78 working days to complete. There will be no road closures and the contractor will be required to provide access to residences and businesses.  Advance notification signs will be placed to advise motorists to use alternate routes during construction. All roadwork will be completed under traffic control that will involve lane closures and minor delays to traffic during the workday.

Encroachment permits may be required to be secured by the contractor from Caltrans, Genesee & Wyoming Inc. (California Northern Railroad), and the City of Woodland.

Sufficient funds have been budgeted in the FY25/26 Road Fund budget for the Project and will also be budgeted in the FY26/27 Road Fund proposed budget. The construction is funded by Senate Bill 1 (SB 1), the Road Improvement and Accountability Act of 2017.
