Approve agreement with Geocon Consultants, Inc. to provide On-call Materials Testing and Geotechnical Engineering Services in a total amount not to exceed $500,000 for a term of five years; and delegate authority to the Director of Public Works or the Director's designee to sign the agreement with Geocon Consultants, Inc. to negotiate, sign and execute any additional forms, documents, work authorizations/task orders, and/or amendments as necessary relating to this agreement, provided such amendments do not increase the not to exceed amount of $500,000. Recommended Action

  1. Approve agreement with Geocon Consultants, Inc. to provide On-call Materials Testing and Geotechnical Engineering Services in a total amount not to exceed $500,000 for a term of five years; and

  2. Delegate authority to the Director of Public Works or the Director's designee to sign the agreement with Geocon Consultants Inc. to negotiate, sign and execute any additional forms, documents, work authorizations/task orders, and/or amendments as necessary relating to this agreement, provided such amendments do not increase the not to exceed amount of $500,000.

Reason for Recommended Action/Background

Geotechnical services and construction materials testing assures the quality and efficiency of road design and construction.  Testing of the existing road section and substructure informs the road structure design used in the project plans and specifications.  Construction materials laboratory testing ensures that the construction contractor has provided the quality of materials and methods required in the contract so the final product performs as designed.

Yolo County does not have the necessary equipment or expertise in-house to do construction materials laboratory testing, road structure evaluation, or geotechnical evaluation. It is necessary for the County to contract with consultants who will provide these services “on call” so that we may fulfill the Quality Assurance Program commitment required by Caltrans.

Approval of this agreement will allow the Public Works Division to obtain on-call field and laboratory materials testing, existing road structure evaluation, and other geotechnical engineering services for County road and bridge projects for a period of five years.

County Counsel approved the agreement as to form.

Competitive Bid Process/Vendor Performance

A request for qualifications (RFQ) for On-Call Materials Testing and Geotechnical Engineering Services was advertised on Beaconbid.com beginning on November 7, 2025.  Ten proposals were received by the deadline of December 15, 2025.

A selection committee of staff engineers reviewed the 10 proposals. Based on the requirements in the RFQ, Geocon Consultants, Inc. was identified as the firm with the best proposal and qualifications.  Staff negotiated a contract with Geocon Consultants, Inc. in accordance with the process required for consultant contracts that are funded with federal transportation funds.

The not-to-exceed cost for this on-call contract over the five-year term is $500,000. The costs will be budgeted as part of the various projects needing these services funded with State, federal, and Road Fund dollars.  Project funds will be included in the recommended annual budgets.
