Recommended Action

  1. Approve first amendment to Agreement No. 21-72 with Nichols Consulting Engineers, extending the term to provide on-call road plans, specifications & estimate design services to allow completion of design work at the Yolo County Central Landfill; and
     
  2. Authorize the Chair of the Board of Supervisors to sign the amendment.

Reason for Recommended Action/Background

Over the last several years, the Yolo County Central Landfill (Landfill) has seen significant increases in traffic, which has created congestion at the Landfill entrance and increased wait times for customers at the scale house.  To alleviate these issues, the Division of Integrated Waste Management (Division) has been utilizing the Public Works Division's on-call design engineer, Nichols Consulting Engineers, to prepare the design plans for improvements to the Landfill, including lane widening and installation of an additional truck scale.  The design work is ongoing and should be complete by the end of the fiscal year, with construction scheduled for fiscal year 2026-2027.

The existing agreement with Nichols Consulting Engineers will expire on April 20, 2026. However, there is a provision in the agreement to allow for a term extension to complete a project already in progress.  The attached amendment extends the term of the agreement by two years to provide sufficient time to complete the design work and provide design-related support during the construction phase of the project.

The Division of Integrated Waste Management worked with the Public Works Division on the amendment.
County Counsel has approved the agreement as to form.

Competitive Bid Process/Vendor Performance

A request for qualifications (RFQ) for On-Call Road Plans, Specifications & Estimate Design Services was advertised on Bidsync beginning November 30, 2020.  Five proposals were received by the deadline of January 7, 2021. 

A selection committee of three Public Works staff engineers reviewed the five proposals to select the most qualified firm in accordance with Chapter 10 of the Caltrans Local Assistance Procedures Manual for consultant selection.  Based on the evaluation criteria established in the RFQ, Nichols Consulting Engineers, was identified as the firm with the best proposal and qualifications.

The Department confirms Nichols Consulting Engineers has performed satisfactorily on the current agreement.

The Division's adopted budget for FY 25-26 includes $215,000 to complete the design work at the landfill and staff does not expect all of these funds will be necessary to complete the design. The proposed budget for FY 2026-27 includes $25,000 for design-related construction support.
