Reason for Recommended Action/Background

On April 18, 2023, the Board of Supervisors approved a funding plan to provide up to $1.5 million annually to support the long-term financial sustainability of Fire Protection Districts (FPD) in Yolo County. The Fire District Sustainability Funding Plan procedures were subsequently approved by the Board on September 26, 2023, and are included as Attachment A. These procedures establish the process for administering and disbursing sustainability funding. Under the approved guidelines, Fire Districts that make a good faith attempt to pass a new Proposition 218 measure that is unsuccessful may request a one-time grant, subject to Board approval. Districts may submit grant requests for up to two years unless a subsequent Proposition 218 process is undertaken. To date, all Districts have completed a new Proposition 218 election except Zamora FPD.

On January 27, 2026, the Board received an update on Fire Sustainability efforts and the Clarksburg FPD’s eligibility for matching funds, and provided direction to staff. The Board confirmed that the Clarksburg FPD is eligible for $10,743 in matching funds pursuant to the Fire Sustainability Funding Guidelines and invited the Clarksburg FPD to submit a scope of work for a one-time fire sustainability grant in an amount not to exceed $135,733. The Clarksburg FPD application requests grant funding to assist with the purchase of a new water tender and a septic system replacement project (see Attachment B). Clarksburg FPD's attached application requests a total of $271,470 ($135,735 x 2), but consistent with the Board's January 27th direction, the recommendation is to approve a one-time fire sustainability grant of $135,733 that may be used for one or both of the projects identified in the Clarksburg FPD's FY 2025-2026 funding application.
