Reason for Recommended Action/Background
The Sacramento Area Council of Governments (SACOG) established a System Preservation Program that invests in maintaining and resurfacing major roadways. The call for projects was made on March 19, 2026 for the 2026 SACOG funding cycle. SACOG's priority program is aimed at corridors that serve transit, freight, key community destinations, equity-priority areas and emergency or evacuation routes. The Program addresses the need for road preventative maintenance and the preservation of existing infrastructure to reduce the local agency backlog of road maintenance needs and prioritizes investment in major roadways and transportation assets that heavily contribute to the safe, reliable, and efficient movement of people and goods throughout the region. The above-mentioned roadway improvements would enhance mobility and keep the transportation system in good state of repair.
The System Preservation Program is funded with federal funds through the Surface Transportation Block Grant Program (STBGP) funds. The agency must provide a minimum 11.47 percent match in non-federal funds towards the project cost, as required for all federally funded projects. Projects are expected to begin construction no later than June 2029, with preliminary engineering and environmental analysis scheduled within three years.
Public Works utilizes triple sealing as it is a cost-efficient treatment to preserve and protects the integrity of roadways. By preserving roads utilizing a three-seal process, Public Works is able to extend the life of a road by 7-10 years, which enhances safety, avoids full-depth reconstruction, and is proactive maintenance.
If awarded funding, this project would include preserving survey monuments; base repairs limited to extremely distressed asphalt; microsurface; asphalt rubber chip seal; a final layer of slurry seal; shoulder backing; and striping. The project would also remove existing thermoplastic striping.
Yolo County Public Works Division engineers have identified two roadway segments that are in need of preservation to ensure residents, commuters and commerce are able to keep moving safely and may be successful in receiving funding. These road segments, eligible for SACOG funding are:
- County Road 98 between West Main Street in the City of Woodland and 1,300 feet south of County Road 29; and
- County Road 99 from Kentucky Avenue to County Road 19A
Both roadway segments are ideal candidates as they were reconstructed in the last 15 years. Road preservation efforts would be effective at these locations because the roads are not in disrepair at this time, but could benefit from sealing the road surface to prevent water penetration into the road base. Yolo County Public Works Division engineers and staff met with SACOG representatives for a pre-application consultation to discuss the merits of the proposal. Staff is requesting the Board of Supervisors adopt the attached resolution to move forward with submitting grant applications for each road segment due in May 2026.

The engineer’s construction cost estimate for both segments is $6,000,000. If awarded grant funds for one or both projects, the Public Works Division will budget sufficient funds in the fiscal years that the project will go to construction to cover the local match using either SB1 Funds or HUTA Funds. If both projects are awarded grant funds, the local match would be approximately $689,000.
