Recommended Action

Approve agreement with Sally Swanson Architect, Inc. for Americans with Disabilities Act Transition Plan Services for $269,450.

Reason for Recommended Action/Background

Federal law requires public agencies receiving federal funds for transportation to ensure that public agency facilities are accessible to and usable by persons with disabilities. Additionally, State law requires that public agency buildings, structures, sidewalks, curbs, and related facilities constructed by the use of state, county or municipal funds, or the funds of any political subdivision of the state, shall be accessible to and usable by persons with disabilities.

To ensure progress in making a public agency's facilities accessible, the public agency must periodically perform a self-evaluation and transition plan to 1) Identify physical obstacles in the public agency's facilities that limit the accessibility of its programs or activities to individuals with disabilities; 2) Describe in detail the methods that will be used to make the facilities accessible; 3) Specify the schedule for taking the steps necessary to upgrade pedestrian access to meet ADA and Section 504 requirements in each year following the transition plan; and 4) Indicate the official responsible for implementation of the plan.

Given the complexity of the County's assets and the need for a comprehensive review, the County recently performed a competitive solicitation process to find a consulting firm that specializes in accessibility issues. The Board is requested to approve this contract so that an accessibility review of the County's facilities, parks, and sidewalks is performed in accordance with Federal standards.  The result of this work will provide County staff a report that can be used to 1) respond to Federal and State requirements for an updated assessment 2) assist in the identification and prioritization of facilities improvements to improve accessibility.

Collaborations (including Board advisory groups and external partner agencies)

This is a joint effort of the General Services Department and the Department of Community Services. The County Counsel's Office provided input to the two Departments. The Human Resources Department also participated in the selection of this consultant.
