Reason for Recommended Action/Background
Yolo County Children’s Alliance (YCCA) is the designated Child Abuse Prevention Council (CAPC) for Yolo County. CAPCs are community councils whose primary purpose is to coordinate community efforts to prevent and respond to child abuse and neglect. Pursuant to the California Department of Social Services, each county shall fund Child Abuse Prevention coordinating councils that meet the criteria under Welfare and Institutions Code (WIC) section 18982 through the county’s Children’s Trust Fund. The County receives Child Abuse Prevention, Intervention and Treatment (CAPIT) funding that must be deposited into the Children’s Trust Fund (CTF) and expended by the CAPC.
Approval of this agreement will support family-serving organizations strengthen families by providing Child Abuse Prevention Month materials that promote protective factors, coordinate the implementation of Community Cafes for parents by members of the Yolo Family Strengthening Network/Child Abuse Prevention (YFSN/CAP) Committee to help prevent child abuse and neglect in Yolo County, and Increase adoption of the Strengthening Families™ Framework among partner organizations and family-serving providers.

Competitive Bid Process/Vendor Performance
On April 13, 2026, the County’s Deputy Director of GSD/Manager of Procurement/County Purchasing Agent (Purchasing Agent) approved a sole/single source procurement for these services, based on satisfactory service/reasonable prices and to avoid the interruption of County business. Without single source approval for these services, the County would be negatively impacted including Yolo County being at risk in not meeting the California Department of Social Services (CDSS) Child Abuse Prevention coordination council under Welfare and Institutional (WIC) regulations.
Factors considered, included but were not limited to: YCCA is the only designated Child Abuse Prevention Council in Yolo County. Other providers do not have similar services or qualified personnel to perform these services.

No general funds are required for this action. These services will be funded by Community Based Child Abuse Prevention (CBCAP) allocation. The total amount of this action is $135,000 for the period of July 1, 2026 through June 30, 2029. The amount of $45,000 is included in the HHSA recommended budget for fiscal year 2026-27. The related funding will be included in the requested budget process for future fiscal years.
