Reason for Recommended Action/Background

California State law requires that the Board of Supervisors appoints a Public Health Officer for the County. As the County continues the recruitment process to fill the vacancy created by the departure of Aimee Sisson, MD, MPH in May 2026, it remains essential to ensure continuity of public health services for the community.

To maintain these critical functions, Glennah Trochet, MD will provide interim public health officer services to the County. Her responsibilities will include:
  • Responding to communicable disease issues, hazardous materials incidents, and disease outbreak situations.
  • Providing physician consultation to the County’s Epidemiology and Emergency Preparedness Unit, including support for pandemic planning and bioterrorism preparedness.
  • Assisting with communicable disease education efforts for community healthcare providers.
  • Attending occasional State trainings and sharing relevant information with County staff.
  • Advising and supporting the County’s indigent health program.
These services will help ensure that the County continues to meet its statutory obligations and maintain essential public health operations during the recruitment period.

The County is actively recruiting for the Public Health Officer position. Until that recruitment is completed, HHSA will maintain Health Officer coverage through a combination of a current MOU with Sacramento County and services provided by Glennah Trochet, MD, through June 30, 2026. Staff will return in June 2026 with a recommendation for an additional appointment to cover the period thereafter, until the new Public Health Officer is hired and able to begin work.
