Budget Resolution
On or about June 9, 2026, the Board of Supervisors for the County of Yolo approved the Recommended Budget for 2026-27 for the Health and Human Services Agency (HHSA). On or about June 10, 2026 HHSA received the Grant Award letter from Public Utilities Commission (CPUC) informing HHSA the approval of California Advanced Services Fund (CASF) Broadband Adoption Account grant funding in the amount up to $150,000 for the YoloWorks!  Employment Center Broadband Access Project.

Approval of the request herein will enable HHSA to add the amount of $150,000 to its recommended budget for fiscal year 2026-27.

Agreement
HHSA is launching an initiative to sustain and expand free, in-person public broadband access at the Woodland and West Sacramento Employment Centers for residents lacking reliable home internet or personal devices. By providing 47 broadband-enabled computer workstations with professional staff support, the project bridges the digital divide and ensures residents can consistently access the array of services in the employment centers. The program is designed to facilitate 15,000 participant visits over the grant period, offering assistance in English and Spanish. 

This initiative is funded by a $150,000 grant award from the CPUC Communications Division through the CASF Broadband Adoption Account. All planned expenditures for the YoloWorks! Employment Center Broadband Access Project fully comply with the ministerial review criteria and statutory guidelines established under CPUC Decision (D.) 22-05-029. These restricted state funds are explicitly authorized to support local digital equity projects, satisfying all legal and regulatory requirements for the proposed workforce infrastructure activities. 

HHSA will implement the program through the YoloWorks! Employment Centers, maintaining continuous public access to computers during regular operating hours, Monday through Friday, 8:00 a.m. to 4:00 p.m. To ensure success, staff will conduct ongoing outreach through community events, job fairs, and partner-led resource fairs, while monitoring usage through daily sign-in logs to ensure the project remains responsive to community demand. HHSA is committed to meeting all grant performance milestones and reporting requirements, including those for project progress and completion, as established by the CPUC.
