Adopt budget resolution to amend and adjust the Health and Human Services Agency budget for fiscal year 2026-27 to reflect an increase of $117,973 to the SC – Workforce Innovation and Opportunity Act cost center; and approve and authorize the Chair to sign agreement with Public Utilities Commission in the amount of $117,973 for the period of July 1, 2026 through June 30, 2028 to accept California Advanced Services Fund (CASF) Broadband Adoption Account grant funding for the YoloWorks! Recommended Action
- Adopt budget resolution to amend and adjust the Health and Human Services Agency budget for fiscal year 2026-27 to reflect an increase of $117,973 to the SC – Workforce Innovation and Opportunity Act cost center;
- Approve and authorize the Chair to sign agreement with Public Utilities Commission in the amount of $117,973 for the period of July 1, 2026 through June 30, 2028 to accept California Advanced Services Fund (CASF) Broadband Adoption Account grant funding for the YoloWorks! Digital Literacy Project.;
- Authorize the Yolo County Procurement Manager, or designee, to execute any non-financial extensions or amendments to the agreement upon approval as to form by County Counsel; and
- Authorize the Director of Health and Human Services Agency, or designee, to execute any fiscal and program forms and reports required under this agreement, including forms and reports required under any extensions or amendments thereto.

Reason for Recommended Action/Background
Budget Resolution
On or about June 9, 2026, the Board of Supervisors for the County of Yolo approved the Recommended Budget for 2026-27 for the Health and Human Services Agency (HHSA). On or about June 10, 2026 HHSA received the Grant Award letter from Public Utilities Commission (CPUC) informing HHSA of the approval of California Advanced Services Fund (CASF) Broadband Adoption Account grant funding in the amount up to $117,973 for the YoloWorks! Digital Literacy Project.
Approval of the request herein will enable HHSA to add the amount of $117,973 to its recommended budget for fiscal year 2026-27.
Agreement
HHSA is launching a two-year digital literacy and workforce training initiative to bridge the digital divide for historically underserved Yolo County residents, including farmworkers, Spanish-speaking adults, and rural job seekers. Utilizing Northstar Digital Literacy and Metrix Learning curricula, the program provides instructor-led, bilingual classes designed to help up to 142 participants earn industry-recognized certifications and micro-credentials to enhance their economic mobility.
This initiative is funded by a $117,973 grant award from the CPUC Communications Division through the CASF Broadband Adoption Account. All planned expenditures for the YoloWorks! Digital Literacy Project fully comply with the ministerial review criteria and statutory guidelines established under CPUC Decision (D.) 22-05-029. These restricted state funds are explicitly authorized to support local digital equity projects, satisfying all legal and regulatory requirements for the proposed workforce infrastructure activities.
HHSA will implement the program through YoloWorks! Employment Centers, hosting classes at computer labs in Woodland and West Sacramento, alongside a rural pilot program at the Winters Community Library. To maximize participation, course schedules will align with seasonal agricultural work patterns. HHSA staff will manage targeted outreach, provide direct classroom assessment support, log device distribution to eligible participants, and coordinate with County IT to ensure seamless technical infrastructure throughout the grant period.
