Approve agreement with Wood Rodgers, Inc. to provide engineering services to analyze current drainage conditions and assess the impact of adding sidewalks on select streets on the eastern side of the Town of Esparto for fiscal years 2026-27 through 2028-29, in a total amount not to exceed $255,441.74; and delegate authority to the Director of Public Works or the Director’s designee to sign the agreement and additional forms, documents, and/or amendments as necessary relating to this agreement, provided there is no increase to the total maximum compensation. Approval of the agreement will allow the consultant, Wood Rodgers, to begin the work and to provide engineering services to analyze current drainage conditions and assess the impact of adding sidewalks on selected streets on the eastern side of Esparto.

BACKGROUND

Yolo County Department of Community Services, Public Works Division, applied for a Sacramento Area Council of Governments (SACOG) Community Design Funding Program Grant to hire a consultant to provide engineering services to analyze current drainage conditions and assess the impact of adding sidewalks on selected streets on the eastern side of Esparto to improve pedestrian access and safety.  The County received a $300,000 federal grant which requires an 11.47-percent local fund match. Public Works will provide the $34,410 local match through the Road Fund.

A Request for Proposals (RFP) was advertised on Beacon Bid in early 2026 and one proposal was received.  The RFP selection committee formed with representatives from the Public Works Division reviewed the proposal. The panel scored the technical merits of the proposal in a variety of categories, including qualifications of staff, customer references and experience with similar work. Wood Rodgers, Inc. was determined to be the most qualified bidder.  Staff negotiated the agreement in accordance with the process required for consultant contracts.

Upon completion of the drainage and feasibility study, Yolo County hopes to be poised to proactively address drainage issues and possible installation of sidewalks in select locations to improve pedestrian safety in this area of Esparto.

After negotiations and refining the scope of work, the consultant has agreed to a maximum compensation of $255,441.74 to complete the project. Any remaining matching fund amounts will help to cover a portion of staff efforts for the project.

Staff recommends the Board approve the contract with Wood Rodgers, Inc. included as Attachment A.

County Counsel approved the agreement as to form.

Request for Proposals (RFP) Service Requested:  East Esparto Sidewalk Improvement Feasibility Study and Design Project, in Yolo County, California

A selection committee of staff engineers reviewed the proposal. Based on the requirements in the RFP, Wood Rogers was identified as the firm with the best qualifications and proposal. Staff negotiated a contract with Wood Rogers in accordance with the process required for consultant contracts.
