Adopt resolution authorizing the Department of Community Services Public Works Division to apply for the Sacramento Area Council of Government (SACOG) 2026 Federal Funding in the amount of $ 380,000 for the SR-128/I-505/Russell Boulevard Safety Improvements Project.

The Sacramento Area Council of Governments (SACOG) established a System Performance Program to fund projects that improve how the transportation system functions day-to-day, including roadway and safety improvements. The call for projects was made on June 1, 2026 for the 2026 SACOG Federal Funding Cycle.

In partnership with Caltrans and the City of Winters, Yolo County is planning to apply for $380,000 of right-of-way phase funding for the SR-128/I-505/Russell Boulevard Safety Improvements Project through this program.  Award of these funds would round out the estimated total amount for the right-of-way portion of this project.  This proposed project is located in the City of Winters and unincorporated Yolo County, on State Route 128/Grant Avenue and Couty Road 32/Russell Boulevard, from Morgan Street to Fredericks Drive.  The project will include bicycle and pedestrian safety improvements, including a new pedestrian overcrossing over I-505, a Class I multi-use path, a Class II buffered bike lane, high-visibility crosswalks, pedestrian-scale lighting, and intersection safety upgrades.

In order to apply for funding, each applicant must submit an adopted resolution from the sponsoring agency authorizing participation in SACOG’s 2026 Federal Funding Programs. The attached resolution confirms the Yolo County’s intent to submit applications, identifies authorized staff, and commits the agency to meeting all funding, match, and project delivery requirements if an award is made.

The System Performance Program is designed to advance projects that improve performance, safety, reliability, and efficiency of the existing regional transportation network. The program supports a wide range of investments in roadway, transit, and multimodal infrastructure that address operational deficiencies, congestion, goods movement, and safety needs. Funding for this program is provided with federal funds through the Surface Transportation Block Grant (STBGP) Program.  The agency must provide a minimum 11.47-percent match in non-federal funds towards the project cost ($43,586), as required for all federally funded projects. Projects are expected to begin construction no later than June 2029, with preliminary engineering and environmental analysis scheduled within three years.
