As the Board of Directors of the Springlake Fire Protection District: Adopt resolution confirming report of costs to abate weeds and rubbish as a public nuisance on Yolo County Assessor's Parcel Number 027-430-003 and ordering the assessment of unpaid abatement charges.

Under California Health & Safety Code sections 13879 and 14875 et seq., the Springlake Fire Protection District is authorized to abate hazardous weeds and rubbish within the District. On February 2, 2026, the Board adopted Resolution No. 2026-01 (Attachment A), declaring the presence of weeds and rubbish to be a public nuisance.

A public hearing was held on April 29, 2026, providing property owners with an opportunity to submit objections to the proposed abatement actions. Property owners who did not comply by June 3, 2026, were subject to nuisance abatement performed by the City of Woodland on behalf of the District. Abatement costs were assessed against the subject properties and will constitute a lien until paid.

APN 027-430-003, located at 39051 Bernard Street in Woodland, California, was provided with notice of the hearing but did not object nor did the owner complete the required weed and rubbish removal by the established deadline. The parcel was subsequently abated, as shown in the GIS map in Attachment B, by the Woodland Fire Department. The following expenses were incurred in connection with the order of abatement, as documented in invoices provided by the Woodland Fire Department:

Two Men and Truck Service – Junk Removal: $5,500.00
Armstrong Custom Mowing – Weed Abatement: $2,731.83
Woodland Fire Department – Inspections and Related Services: $17,618.00

Total Cost: $25,849.83

Notice of the Board's consideration of the above the abatement costs was also mailed to the property owner of record on August 24, 2026. Adoption of the attached Resolution confirming the abatement costs (Attachment C) authorizes such costs to constitute a special assessment against the parcel and lien on the property for the amount of the assessment. The Fire Chief is further authorized to record a certified copy of the special assessment and sent to the Yolo County Auditor for collection with the property taxes pursuant to Health and Safety Code section 14912.
