Receive and file report assessing the County's Code Enforcement Program.

The attached report provides a comprehensive assessment of the current status of the Code Enforcement Program in the Department of Community Services and other County departments. The report describes the current program and identifies many potential enhancements, along with a proposed action plan with various timeframes. While the report does not assess the County's response to the Oakdale Fire site located near Esparto prior to the tragic events of July 1, 2025, it includes information on the Civil Grand Jury's report and describes how the action plan aligns with the County's response to recommendations provided in that report. A separate attachment (Attachment B) includes more information regarding the action plan contained in the report and its alignment with the Grand Jury's recommendations.    

The Department of Community Services will present an update in late-2026 to address its efforts to implement the action plan in coordination with other County departments. That update will include a status report on the items included in the Action Plan and Attachment B. Similar updates may occur periodically thereafter, if requested by the Board as part of the late-2026 item.
