Reason for Recommended Action/Background
The Board of Supervisors proclaimed a local state of emergency on July 21, 2026, due to the presence of invasive golden mussels in Yolo County waterways (Attachment A). The same action is before the Board today because Government Code section 8360(c) requires the Board to review the need for continuing a local emergency at least every 60 days.
Staff recommend that the Board find that the local emergency continues to exist. Golden mussels remain a significant threat to County waterways, ecosystems, agricultural water systems, and infrastructure. Continued coordination with local, state, and federal agencies is necessary to monitor the situation and implement appropriate response measures.
