Reason for Recommended Action/Background
Through discussion at the Board Governance Session on July 14, 2026, the Board developed a handful of updates to the Board governance manual. The attached manual includes those updates in "track changes" format. A clean version will be prepared and maintained as the updated manual upon Board approval of these edits.
Briefly, the Board's discussion and direction regarding each issue at the Governance Session was as follows:
1. Advisory Committee Legislative Positions (p. 16). The Board acknowledged that County advisory committees occasionally submit letters supporting or opposing pending legislation, sometimes with additional comments. The Board's general expectation is that advisory committees will work with the Legislative team in the County Administrator's Office to develop and communicate any such positions.
2. Interdistrict Appearances (p. 22). The Board expressed a goal for all Supervisors to be respectful, aware, and transparent when engaging in another Supervisor's district. The manual includes edits to reflect that when a Supervisor plans to attend a public event in another Supervisor's district, the attending Supervisor is expected to give advance notice to the Supervisor representing that district. This notice is a matter of courtesy and deference, not a request for approval, although any response discouraging the appearance should be given serious consideration. Context matters: informal or low-profile visits and meetings do not require advance notice, nor do public events relating to matters acted on by the full Board, such as the groundbreaking for a new County facility.
3. Changes to the Annual Meeting Calendar (p. 25). The Board discussed their reliance on the annual meeting calendar, including in scheduling personal and professional travel and commitments. Accordingly, the Board agreed that the calendar should be changed only with the participation of all Board members, each of whom has an equal voice in such decisions. Rescheduling an existing meeting or adding a new one requires consideration and action by the full Board. The manual has been revised to reflect this approach, and to include language noting that items may be moved from one agenda to another as needed, but a meeting should not be canceled or rescheduled because a Supervisor will be absent.
