Assembly Bill No. 2561, which became effective on January 1, 2025, added Section 3502.3 to the Government Code. This legislation mandates that public agencies, such as Yolo County, conduct a public hearing before their governing board at least once per fiscal year, prior to the adoption of the adopted budget, to present the status of vacancies and recruitment and retention efforts. Based on the data, Yolo County does not currently have a bargaining unit that exceeds the 20% threshold, which would require additional data and recruitment efforts.  Recognized employee organizations have the right to present during this hearing.  Human Resources informed all Yolo County labor partners of this hearing and their opportunity to attend. This presentation fulfills the requirements of Government Code Section 3502.3.
