Reason for Recommended Action/Background

Yolo County Animal Services, operating under the Department of Community Services, provides comprehensive animal sheltering, patrol, and emergency response services within the unincorporated areas of the County. In addition to these core responsibilities, Animal Services delivers contracted animal control and sheltering services to all incorporated cities within Yolo County and the University of California Davis.

In Fiscal Year 2023-24, each jurisdiction entered into agreements with Yolo County that included provisions allowing up to two one-year extensions unless a party elected to opt out. All jurisdictions exercised the initial extension options according to the contract terms which ended July 1, 2026. To allow additional time for discussion and evaluation of the governance model associated with the Yolo Animal Services Planning Joint Powers Agency, each jurisdiction has verbally committed to executing an additional one-year extension of their respective agreements to maintain existing animal control and sheltering services. The Board approved agreement extensions with UC Davis, the City of Davis, and the City of West Sacramento on August 25, 2026. The City of Winters City Council approved its agreement extension on September 1 and has submitted the executed agreement for Board approval. The agreement from the City of Woodland is pending approval by its City Council and will be presented to the Board once received.
