Agenda Item Description or Legislation Title

An Ordinance For Making Appropriations For Expenses Of The City Of Huber Heights, Ohio For The Period Beginning January 1, 2023 And Ending December 31, 2023.

Purpose and Background

The final draft of the 2023 City Budget is included (see attached). The 2023 City Budget for the Local Street Operating Fund is balanced. The General Fund, Police Fund, Fire Fund, and Parks and Recreation Fund are structurally balanced (current carryover fund balances cover any excess spending in 2023). The final draft of the 2023 City Budget totals $110,501,537 for all funds. The 2023 General Fund Budget totals $18,720,488.

The proposed 2023 City Budget Ordinance is attached along with a proposed amended 2023 City Budget Ordinance (see attached) as well as the 2023 Expenditure Budget summary and history of expenses for each fund. Also attached are the detailed revenue estimates for 2022 and 2023, in addition to actual revenues for previous years for each fund.

Changes to the 2023 Budget from the first reading to the final reading are as follows:
Revenues increased $3,962,115
Expenses increased $6,504,225

The City Council will need to amend the 2023 City Budget Ordinance from the first reading with the proposed amended 2023 City Budget Ordinance prior to adoption of the 2023 City Budget Ordinance.
