A Resolution Authorizing The City Manager To Contract For The Purchase Of An Emergency Medical Ambulance With Horton Emergency Vehicles Utilizing The State Of Ohio Procurement Schedule And Waiving The Competitive Bidding Requirements.

Purpose and Background
The Fire Division is requesting approval to purchase of a new ambulance. This vehicle will be placed into front-line status, allowing the remaining fleet to be rotated in such a manner as to spread out the overall mileage and wear-and-tear of the remaining vehicles. The oldest ambulance will be sold either through an approved auction site or as a direct sale. The Fire Division is requesting approval for the purchase of a new ambulance with a not to exceed amount of $355,000.00 from Horton Emergency Vehicles. Horton Emergency Vehicles has contracted with the State of Ohio STS 233 Ambulance Pricing.
The purpose of purchasing this medic, one year earlier than the 2021 5-year CIP is due to the delay in obtaining a completed medic unit. Before 2021, the medic units were delivered in about 300 days. The most recent medic unit purchase was ordered in 2021, and this vehicle will not be placed in service until sometime in August, 2023. Once the medic purchased from this resolution is placed in service sometime in late 2025, the age of the medic fleet will be:
Medic 22 (Primary EMS vehicle at Station 22): 2025
Medic 23 (Primary EMS vehicle at Station 23): 2023
Medic 24 (Secondary EMS vehicle at Station22): 2018
Medic 25 (Primary EMS vehicle at Station 25): 2021
Medic 124 (Reserve /Back-up Vehicle at Station 22): 2017
